Search Engines / Directories
By now I'm sure you know that if the search engines and directories care about link building so do you and I. Just like any optimization practice it has been abused and misunderstood. Many sites are around just for the business of building as many links as they can add to their site whether they are worthy or not and often charging for them. Well from what I understand, this is no secret and really benefits no one in the long run. Don't get me wrong, I don't believe that it is wrong to purchase a link but make sure it is worthy and complements your advertising goals. Search engines / directories are no longer giving weight to any link but to worthy links - links that come from sites with good, related, and relative content.

Complimentary Web Sites
What you are looking for in a good link partner is a non-competing site, with good information and a willingness to reciprocate. How do you find these sites? By looking and asking. Do some research. Run queries and find out what sites look good to you and complement yours. If they are good sites with good information they are probably getting traffic and this is a benefit.

How long will it take to notice the difference?
That is hard to say. I have seen results happen quite quickly especially if this is what has been keeping your website down. But as with any SEO be patient and wait for the fruit. There will be fruit.
